NYSERDA and Governor Cuomo announce release of RESRFP20-1 in conjunction with NYPA’s Large Scale Renewables RFP and an RFI on Build-Ready Sites; RFPs seek a combined total of 3.6 million RECs annually

On July 21, 2020, Governor Cuomo announced that New York State Energy Research and Development Authority (NYSERDA) has issued its fourth annual Renewable Energy Standard (RES) request for proposals (RFP), RESRFP20-1. NYSERDA is seeking to procure approximately 1.6 million Tier 1 Renewable Energy Certificates (RECs) from facilities that entered commercial operation between January 1, 2015 and November 30, 2022. The RFP summary outlines the two-step RESRFP20-1 application process:

  1. Eligibility Application: A qualifying step where the proposer must demonstrate that the bid facility is Tier 1 eligible and provide an overview of the project; and
  2. Bid Proposal: A competitive bid process where NYSERDA will (i) examine proposals to ensure they meet minimum viability thresholds, and for bids that meet those thresholds, (ii) evaluate proposals based on price and non-price factors.

NYSERDA will host a bidder’s webinar on August 4, 2020, at 1:00pm. The first step of the application process will go live on August 5, 2020.

In addition, NYSERDA has coordinated the issuance of RESRFP20-1 with the New York Power Authority’s (NYPA’s) release of a Large Scale Renewable (LSR) request for proposals (RFP). NYPA is seeking wind or solar powered generating facilities that will commence commercial operation between January 1, 2021 and December 31, 2024. To be eligible, projects must be located in NYISO Zones A through K. NYPA’s RFP application submission deadline is August 17.

In a third action to support land-based LSR, NYSERDA launched its Large-Scale Renewables “Build-Ready” Site Nomination Request for Information (RFI). NYSERDA’s build-ready program, created by the Accelerated Renewable Energy Growth and Community Benefit Act, aims to identify and procure locations that are suitable for hosting LSR projects. This RFI is seeking nominations of prospective sites for LSR project development from officials, communities, private companies, and other parties with potentially useful sites. NYSERDA will host a webinar on August 4 at 3:00pm to outline the application process.
