BPU issues request for comments on proposed State Energy Program for Non-Investor-Owned-Utilities, due September 30
On September 11, 2024, the New Jersey Board of Public Utilities (BPU) issued a Notice (in Docket No. QO24020127) that seeks stakeholder comments on a revised version of the proposed State Energy Program for Non-Investor-Owned Utilities (IOU), which would be added to the state’s Clean Energy Program (CEP). The CEP provides funding for electric efficiency and renewable energy projects. Historically, CEP was funded through a charge to customers of IOUs, and CEP incentives and programs were only available to those same customers. For Non-IOU customers, funding from a U.S. Department of Energy State Energy Program (SEP) grant was used to offer the CEP incentives and programs, however, in March 2022, this program expired.
In March 2024, the BPU proposed a new SEP with a similar structure to the expired program, that would use separate funding for Non-IOU customers seeking incentives from the CEP. After receiving comments, the revised proposal now includes the New Construction Energy Efficiency Program and expanded the program funding by an additional $1.5 million.
Comments on the revised proposal are due September 30, 2024. Comments can be submitted directly to the docket (select the “Post Comments” option) or emailed to board.secretary@bpu.nj.gov.

IPA requests stakeholder comments by September 25 on assumptions for Fall 2024 Indexed REC RFP
On September 11, 2024, the Illinois Power Agency (IPA) announced that it will receive stakeholder comments on the inputs and assumptions that it uses for the “benchmark development process” for its Fall 2024 Indexed REC RFP. As discussed in PJM Flash 24-18, in accordance with its 2024 Final Long-Term Renewable Resources Procurement Plan, the IPA is seeking to procure up to 2,700,000 RECs from wind projects over 5 MW and hydropower projects, 666,666 RECs from solar projects over 5 MW, and 74,000 RECs from solar projects on brownfields. The IPA is seeking comments on the following topics by September 25 (copied verbatim):
- Categories of cost, revenue, and other inputs and assumptions utilized within the benchmark development methodology; and
- General data sources potentially utilized by the Procurement Administrator.

The IPA plans to issue the solicitation on September 20.
