NYSERDA and Governor Cuomo announce release of RESRFP21-1, seeking 4.5 million annual RECs from eligible facilities; NYSERDA to hold bidders conference on May 6

On April 22, 2021, Governor Cuomo announced that the New York State Energy Research and Development Authority (NYSERDA) had issued its fifth annual Renewable Energy Standard (RES) Request for Proposals, also known as RESRFP21-1. NYSERDA is seeking to procure approximately 4.5 million in annual Tier 1 Renewable Energy Certificates (RECs) from facilities that entered commercial operation between January 1, 2015 and November 30, 2023 (subject to potential extensions). The RFP summary outlines the two-step RESRFP21-1 application process:

  1. Eligibility Application: A qualifying step where the proposer must demonstrate that the bid facility is Tier 1 eligible and provide an overview of the project; and
  2. Bid Proposal: A competitive bid process where NYSERDA will (i) examine proposals to ensure they meet minimum viability thresholds, and for bids that meet those thresholds, (ii) evaluate proposals based on price and non-price factors.

NYSERDA will host a bidder’s webinar on May 6, 2021, at 10:30 am. The first step of the application process will go live on June 30, 2021.
