Assembly passes bill to require 100% zero-emissions vehicle sales by 2035

On April 20, 2021, the New York State Assembly passed bill A4302. As discussed in Flash Update 21-13, if enacted, this bill would establish goals that 100% of in-state sales of new passenger cars, passenger trucks, and off-road vehicles be of zero-emission vehicles by 2035, and medium-duty and heavy-duty vehicles by 2045. As discussed in Flash Update 21-15, on April 19, the Senate Environmental Conservation Committee voted favorably on a “same as” version of this bill (S2758), and placed it on the Senate calendar for a full vote. It is unclear if or when the Senate will hold a vote on this bill, after which the bill is expected to be sent to Governor Cuomo for his consideration.
